FOSS applications are supporting<br>the web based economy and it is growingly being adopted by public<br>institutions. It has become a useful instrument for educators and<br>researchers as well as an important aspect of e-government and<br>information society initiatives. The transparency of its development<br>process and its resulting open source code has become a viable<br>alternative to closed source software. Publicly funded software<br>development projects are often required to produce FOSS. The widespread<br>adoption of FOSS has introduced new challenges as new legal constraints<br>between integrated FOSS and CSS components, requirement of a more<br>structured development process that allows the collaboration of a large<br>number of stakeholders, or the requirement of a stronger quality control<br>of development processes and FOSS products. FOSS verification is<br>gaining momentum in FOSS communities; code debugging, and adherence to<br>code conventions have already an important role in FOSS projects. The<br>adoption of other verification activities can further contribute to the<br>quality of FOSS. <br><br>The goal of the 9th International Conference on Open Source Systems, OSS<br>2013 is to provide an international forum where a diverse community of<br>professionals from academia, industry and public sector, and diverse<br>FOSS initiatives can come together to share research findings and<br>practical experiences. The conference is also meant to provide<br>information to practitioners, identify directions for further research,<br>and to be an ongoing platform for technology transfer, no matter which<br>form of FOSS is being pursued. <br><br>OSS 2013 accepts research papers, industry papers, formal tool<br>demonstrations, lightning talks and posters. It also invites proposals<br>for tutorials and workshops, submissions to the doctoral symposium, and<br>submissions of panels. Accepted papers will be included in the<br>conference proceedings, which are published by Springer.
